No, a certified translation must be performed exclusively by a court-sworn, sworn, or authorized translator. Authorized translators (certified translators) must have proven their translation qualifications for the swearing-in/swearing-in/authorization procedure, usually through a translation diploma, a state-recognized translation examination, or an equivalent translation qualification.
